    Restore? Have a developer raze it in exchange for a Community Benefit Agreement where they’ll agree to subsidize low-income housing for the Hotel’s presently destitute patrons, and give priority to local contractors. They have been doing CBAs in other metropolitan areas for years, Rochester needs to start doing the same.
